What is a mobile GIS application? Is it the same as an application which provides location-based services functionality?

In our organisation we make extensive use of GIS to capture and manipulate spatial data. We use the term "mobile GIS" to refer to these operation when they are performed in the field, on a mobile device. A good example of this is surveying. The term is pretty broad though in terms of functionality, as is "GIS" itself, so your best bet is to consider this to be "anything you'd call GIS, but on a mobile device".
