I looked around the net but the <%=variable%> code block doesnt help me regarding my issue. I need to replace the expand text and userCollapseText with a variable from it's aspx.vb file. For that variable contains the proper translation for the words

It tried declaring it in the aspx.vb by making it public like Public str as string="content" and even a script like this

<script runat="server">
public str as string="content"
</script>

then applying it in the jquery like var text='<%=str%>' still I get errors or no display at all

            });
        });

You need to show how did you try it. expandText: '<%=MoreText%>' should work –  mshsayem Jan 24 '13 at 4:09
