Unequivocally yes. GoDaddy sucks.

If that's all you're looking for, Nearly Free Speech is as inexpensive and stable as you're likely to find. They're lacking in many features beyond PHP/MySQL though, so if you'll be needing more in the near future I'd look elsewhere (I used DreamHost a while back and they were excellent, but it's been some time since then so there may be better now).

Web hosting is very much a "you-get-what-you-pay-for" deal. I really like FusedNetwork, for example -- modern versions of Python/Perl/PHP/MySQL, generous space and bandwidth allocations, shell access, et cetera. Most importantly, though, you get very good customer service; I've honestly never seen a team so responsive.

If you can afford it, http://www.pair.com/ is one of the most reliable web hosting providers out there.
