I'm looking a piece of software that will allow to look at source code and attach notes/comments/flags/highlight issues etc, but does not change the actual source code file.

The code under review is mainly C#.

Team Foundation Server can do this.

If you are using Visual Studio you can look into the TODO, UNDONE and HACK tags.

I don't want to change the source code. I'm in the middle of solving another bug and have found some issues that I want to come back to later; these I need to note. –  tom Jan 24 '13 at 20:55
