when i go to make my privacy setting public it doesn't give me the option for public it on say friends of friends , friends , only me and custom but no public can anyone help me ?.

Facebook doesn't allow Public posts for those under 18 years of age. That's the only thing that I am aware of that prevents Public posts on a profile.
