How to determine the most common substring

I want to find the repeated sentences/pharses and count their frequence in paragraphs or documents.

ex: The paragraph:

One of the repeated sentences/pharses is "On the Insert tab". Its frequence is 2. How to find all of them?

First you need to define what you mean by a "phrase". If you can define it as a minimum number of matching words, say 4, then you can go through the document generating all the 4-grams. Put those in a map from 4-gram to location, and you can quickly find the matches that way.

This sounds like an algorithm design question, as it is achievable by brute force, but there must also be a nice divide and conquer solution.

As @justinvf states, you must first define a minimum length in order to get any meaningful result, otherwise your most repeated phrase is almost certainly going to be e, as this is the most commonly occurring character (in English anyway).

The brute force method would be to count all phrases of your minimum length $m$, by using substring str[0:m]...[0+1:m+1]... all the way to then end of the paragraph, counting any repeats as you go. Then increase the increment to 2 and repeat. Seems like the time complexity would be something like $\mathcal{O} (n^{n-m})$ where $n$ is the number of characters in the paragraph.
