How to release non performing staff without offending anybody..i may offer them 50% paycuts ...i need basis and ground for firing them....i dont want to drop news directly...suggest step by step measures...so that everyone takes it positively.

Impossible. Can't be done without offending somebody, anymore than you can tell a woman that you don't want to see her again and expect to walk away scot-free.

The only way everyone walks away happy from such a conversation is if the "non-performing staff" has decided that you and your team are such jerks that being released is preferable to staying.

Make sure you're measuring productivity properly. Sometimes a person who's being really productive is like a fireman running around putting out fires with a can of gasoline in their hands. Make sure they aren't churning out code that's a nightmare to maintain.
