For some reason the parameters are no longer in UTF8 and UTF8 chars are instead being replaced by question-marks, as indicated by the UTF8 check:

Parameters: {"utf8"=>"?", "authenticity_token"=>"89/NFRS99NSGMsgri74h4NtDVVh595G3NHl2Tb2r0NY=", "user"=>{"name"=>"Administrator", "email"=>"admin@admin.admin", "password"=>"[FILTERED]", "password_confirmation"=>"[FILTERED]", "role_ids"=>["1", ""]}, "commit"=>"Update User", "id"=>"1"}

The HTML head contains a meta-charset tag with a value of utf-8 and the config.encoding option is set to utf-8.

The browser's encoding setting is set to UTF8 also and is sending the check-mark (✓) properly, encoded as %E2%9C%93.

Any ideas?

What's your env, specifically, $LC_ALL or $LANG? e.g. on my system: echo $LANG en_US.UTF-8 –  rainkinz Feb 2 '13 at 3:30
