My team and I are attempting to create a web based purchasing system that will allow you to purchase songs (like iTunes). How can we create a service that,

A. Confirms that the number that is put into the form is an actual credit card
B. Confirms that the name in the form is the same as the one on the card
C. Can make a transaction that will eventually appear on a bank statement? D. What programming language should this be done in?

You should maybe have a look at e-commerce software (such as Magento) and find out how they deal with payments.

Keep in mind that security must be your first goal. Customers won't like their credit card number to be stolen.
