What is the best way to capture video data from a machine (running either Windows or Linux)? So basically I need to run some form of program that will intercept(make a copy of) all forms of video data used by any application.

For example suppose you are running skype and doing a video chatting. Now I want to write a program that will intercept this video and make a backup copy of the video data. Is this possible? Is there any system call to capture this data from the video card? My goal is to analyze these video data later on. I don't manually want to start recording, rather a script in the background would be doing the recording.
