I am developing a android app and I want to send notifications to Facebook users. I know that Facebook has a notifications API Beta, but that is only for web canvas apps and the notifications that are going to be send with this api is only visible for Facebook users that are logged into the Facebook Website.

Everything on the developer.facebook.com documentation points to the fact that it isn't possible to send notifications with a native app.

However there is bank called GoBank (GoBank.com) that claims to have the feature to send notifications to Facebook users. My question is: How is this possible?? Are the registered on special whitelist?

What do they mean with notification? There is many types of notifications in facebook... If they just mean notification through the games/app center then its quite simple. –  Warpzit Feb 6 '13 at 8:47
