Evidently, any attempt to discuss or get personal advice on Stack Overflow ends in a quickly closed question.

So, if I want to discuss - constructively - pros and cons about a certain programming language and similar topics to widen ones horizon that are not pure Q&A, where is the best place on the Web to do this?

Best place? Too subjective to answer. A place? Depending on the question, programmers.stackexchange.com might work. There are also Stack Exchange chatrooms which aren't Q&A based but are open to discussion. Beyond Stack Exchange, there are tons of other venues throughout the internet. –  David Feb 6 '13 at 21:29

Check out http://programmers.stackexchange.com/, its more focused on software engineering and less on explicit coding problems.
