I know and understand that this isn't Yahoo! Answers but nevertheless I will ask this question without including any code. I am interested in creating a phone based registration system like Google Mail where you put in your number and you get a call with a verification number. I looked at Twilio(http://www.twilio.com) but that turned out that it would to expensive to maintain. Is there any FREE alternative(s) or someone I can create a server setup like this? Now bearing in mind also I am in Australia so I am not sure weather I can create a PBX server.

There is a quite good service for phone verification called RingCaptcha (www.ringcaptcha.com) . They provide you an API and embed widgets for your site or mobile app.
