Is there an API that we can use to list all the games in the Apple App Store?

Aside from scraping iTunes, is there some way to programmatically fetch this information?

There is an affiliates API, but it's not clear how to use this to find all the apps in a particular category.

Use your favorite parser (some people like python and http://www.crummy.com/software/BeautifulSoup/ ) to crawl and parse the html on this page:

If you don't necessarily need all games, but just the 300 most popular ones, you can use Apple's iTunes RSS Feed Generator.
