Im not an expert on jQuery, Im trying to make the lower menu hide when scroll (.smenu-lower) and then show/toggle the menu when you hover over the #Sticky-Menu

$(window).scroll(function (event) {
var y = $(this).scrollTop();
if (y > 0) {
    $('.smenu-lower').slideUp('fast');
} 
else{
    $('.smenu-lower').slideDown('fast');
}
$(function() {
  $('#Sticky-Menu').hover(function() { 
$('.smenu-lower').show();

$('.smenu-lower').hide(); 
 });
});

I cant get it to function correctly When its at the top its suppose to display normally which it kinda does, but if you hover over it, it hides the bottom div which is what i want but i dont want it when its at the top, basically - what its at the top display normally, when scroll down the bottom div slides up, when you hover over it while youve scrolled down it slides back down. I've already said? The problem is that it's hiding and showing when it's at the top, which it's only Suppose to show AFTER the user as scrolled because when the user scrolls it slidesUp. Therefore at the moment it's doing it all at once. Instead of slidingdown/showing on hover AFTER the user has scrolled down.
