My current project requires me to design a hotspot billing system whereby users connect to the wireless network and when they try to browse, they are prompted to enter their access code after which they will be allowed to browse for an allocated time.

Now, the challenge is, i do not know hwere to start from. Any advise from you guys would be greatly appreciated. Thanks in advance.

Systems like this are known as captive portals. You can find several examples of similar systems on the Wikipedia page; if none of them support what you need, modifying some open-source captive portal system shouldn't be too difficult.
