What am trying to do is

An android app capable of sending sms when it receives data on data cable. An android app which can accept data (may be data + contact numbers) on data port through data cable from PC/Laptop , It sends that particular data to specific number (SMS) considering all my data is text.

NOTE. It is not necessary to built that app if you know then tell me the alternatives

Using these line of code on client side before creating the connection (make sure you are making your android device Server and Application on PC ll be client) you can send any data on android device through USb using different streams Classes

        Scanner sc = new Scanner(p.getErrorStream());
        if (sc.hasNext()) {
            try {
                while (sc.hasNext()) {

            } catch (Exception e) {
              // all your code after port forwarding whatever u like 

     connection = new Socket(InetAddress.getByName(serverIP), 38000);
      output = new ObjectOutputStream(connection.getOutputStream());
      input = new ObjectInputStream(connection.getInputStream());


giving u the example , this ll be on Android Device

      // OnClick
    server = new ServerSocket(38000);

                    // attempt to accept a connection
                    client = server.accept();
                    in = new ObjectInputStream(client.getInputStream());
                    out = new ObjectOutputStream(client.getOutputStream());
                      s = (String) in.readObject(); // to get the message which is sent from PC on USB port
