Cppcheck allows you to create your own rules files, but I don't know how much of cppcheck's functionality is exposed.
Cppcheck does not enforce JSF or MISRA rules. It follows general programming principles, which are nowhere near the standards you mention.
If you want to analyse your code if it follows these standards then you have to use other tools.
Here is a comprehensive list of static code analysis for C/C++. You will find some of them are ridiculously overpriced, but they offer compliance checks for many such standards.
PC Lint has a commercial license. Sorry, no open source tools for MISRA compliance checks.
