Im trying to upload some records from an excel file and got that error when uploaded the source to the server.

Its not for certain that the state is closed, if it has not been initialised it doenst have the closed state. Thats why its better to check if the state is anything but open and then open. And the same for closing. –  Kay Nelson Mar 14 '13 at 12:57

Try,

For opening connection
If oleConn.State <> ConnectionState.Open Then
oleConn.Open()
End if

For closing

If oleConn.State <> ConnectionState.Closed Then
oleConn.State.Close()

still same. is that probability crash on VS. before i install SDK for VS is run good. but after fail install SDK become like that.
