I have this home page:

http://www.holisticanswer.net/

With a simple frame code:

<FRAMESET ROWS="24,*" FRAMEBORDER="NO" FRAMESPACING="0" BORDER="0">
<frame src="demo2/musica.php"></frame>
<frame src="demo2/index.php"></frame>
</FRAMESET>

For some weird reason (I believe it has something to do with the css file location)

Tthe top horizontal menu doesn't work in IE9 in the home page, but if you go directly to the page holisticanswer (dot) net / demo2 it works perfectly

So, why the menu of the page doesn't work when it is inside a frame but it works when you load it alone?

This problem is only in IE9, it doesn't happen in the rest of browsers.
