Not an answer, but the comments aren't up to extended formatting.
The error in your screenshot is presumably a translation of this:
postgres does not know where to find the server configuration file.
You must specify the --config-file or -D invocation option or set the PGDATA environment variable.
I'm puzzled by the fact that you say a different character set (chcp 866) let psql display it's help screen OK, but not this postgres error message. Three things to do:
If you have the installation log - see what default encoding it says it chose.
If it created a default configuration file - see what it says about encodings.
Try utf-8 for your console.
I'm doubtful #3 will work, but it'll only take a minute to try.
