---------- Solution ---------- Ok so this seems to be working perfect, here's the solution

First load the image

 [Embed(source = "/resources/images/image.png")]
 private var txtr_image:Class;
 image = new txtr_image();

Set the rectangle you want to actually draw from the image

 image.scrollRect = new Rectangle(0, 0, 128, 128);

Create a new BitmapData that will contain all the images you want drawn to the screen

 public static var Renderer:BitmapData;
 Renderer = new BitmapData(stageWidth, stageHeight, false, 0x000000);

Create the matrix, scale it to the width you want (mine is 32 / 128, so it draws the width I specified), translate it to where you want it on the screen.

 var matrix:Matrix = new Matrix();
 matrix.scale(width / image.width , height / image.height);
 matrix.translate(x, y);

Finally draw the image using the BitmapData, you can use a ColorTransform if you want to add a tint.

 Renderer.draw(image, matrixes, colorTransforms);

I've been searching around a while for this and although I've progressed I still haven't been able to get this working completely. I'm using FlashDevelop, I'll describe this with an example. Say I have a texture of size (248, 128) which contains 2 images. I want to be able to display the first image (at location 0, 0, 128, 128) and switch to the other when needed (at location 128, 0, 128, 128) and have them shrunk down to 32x pixels. Hopefully that was understandable, here is what I have so far:

First I load the image, store it in a class, then save it in a bitmap. Then I create a source rectangle for the section of the image I want

sourceRec = new Rectangle(0, 0, 16, 16);

This is my render function, It creates the matrix I need, scaling the image to the size I want and then sends all the data to my RenderManager

    var matrix:Matrix = new Matrix();
    matrix.translate(0, 0);
    matrix.scale(width / image.width, height / image.height);

    Game.renderManager.AddImage(image, matrix, depth, tint, sourceRec);
}

The AddImage() function just adds everything to the arrays in the RenderManager.

This is the render function in my RenderManager that actually draws everything to the screen. It just goes through all the arrays and draws everything, then resets the arrays.

 public function Render(Renderer:BitmapData):BitmapData
    {
        for (var i:int = 0; i < depths.length; i++)
        {
            Renderer.draw(images[i], matrixes[i], colorTransforms[i], null, sourceRecs[i]);
        }
        images = new Array();
        matrixes = new Array();
        depths = new Array();
        colorTransforms = new Array();
        return Renderer;
    }

And this is the Render function in my Game class which actually does everything if you want to see this aswell

 public function Render():void
    {
        Renderer.lock();
        Renderer.fillRect(new Rectangle(0, 0, Renderer.width, Renderer.height), 0x000000);


        var matrix:Matrix = new Matrix();
        matrix.translate(0, 0);
        renderManager.AddImage(background, matrix, 1, new ColorTransform(), null);
        gameGrid.Render();
        Renderer = renderManager.Render(Renderer);

        Renderer.unlock();
    }

All this does is take the whole (248, 128) texture, shrink it all to 32x, and then take the first (16, 16) area of the shrunk image.

I hope that was understandable, if someone could help me I'd really appreciate it.

little bit off topic first: Renderer = renderManager.Render(Renderer); doesn't this confuse you? It does confuse me. There are coding standards that you should follow - then it will help you and us to review code. Coming back to your question: you should be able to get the pixels from desired area (e.g. 128,0,128,128) then paint those onto new Bitmap and using matrix scale it down. –  Lukasz 'Severiaan' Grela Mar 19 '13 at 14:30

Why do you return a Bitmapdata that's equal to what you've passed as an argument? You can as well return void and avoid the stupid assignment. –  Vesper Mar 19 '13 at 19:31
    
Well the copyPixels() method didn't actually do everything...I couldn't find a way to shrink it. I agree the Renderer name spam is bad, I just started flash and it's a mess atm as I figure everything out. Thanks for the scrollRect notification, that fixed everything. And I'm returning the same BitmapData because it has all the images added to it, I only made the RenderManager because I couldn't find a way to set depth so I just did it myself. I will edit the main post with the solution incase anyone stumbles across this. –  user1009573 Mar 19 '13 at 20:24
