Given that "Story Points" doesn't appear on the PBI ticket in MSF Scrum 2.0 (TFS 2012), it seems as if the best fit for Planning Poker is in determining values for Effort. What is the process for determining values for Business Value? Which role/roles populate this field? It seems like a Product Owner thing.
The MSF guidance seems very weak on this, stating only that it's a relative measure of business value, which is not only vague but also fairly circular. I would like input from others that have used this.
