I am trying to set up my app on my VPS for the first time, and am running into a blocker.
./manage.py collectstatic fails on the VPS with "command not found", whereas it works fine locally. I am using a virtualenv, and it seems that the manage.py is using the right python install.

The settings.py is in the root of the project:
project project/settings.py project/app_1
PYTHONPATH is not set in the environment in either my development box or VPS.
The error, for reference:
./manage.py collectstatic Unknown command: 'collectstatic' Type 'manage.py help' for usage.
I have some print statements in my settings.py. When I run manage.py help on my development box, these are printed; when I run then on the VPS, they are not. It seems clear that settings.py is not being picked up at all. How can I fix this?
