I need to figure out a way to find out how to ping in php

without using exec or sockets.

You should also explain why you want to ping at all. There are few scenarios in which it is the correct answer. – EJP Apr 1 '13 at 6:34
And anyway, if I understand the question correctly, the answer is quite obviously "you can't". Pinging uses sockets. Either you use sockets in-process or you exec something else that does. That's it. – Celada Apr 1 '13 at 20:14
