Our project is working towards allowing international sales. For paypal orders, we were handling calculating shipping rates through the Instant Upload Callback function in the paypal API. When I log onto my UK test user on the sandbox, the form makes the callback, and I can see that everything processes on my server. Problem is, Paypal just reverts back to the default shipping options and doesn't change anything after the callback is done. Below is the response string that is being generated.
Note: The server is successfully sending the message back to paypal. And the total time spent on our side is .5 seconds on our test servers (aka the bad servers)

Please let me know if there is a way to find out WHY paypal doesn't like the response, or if I formatted something incorrectly.
