When I run this program, I can only move the paddle to the left. I need to be able to move it both directions (on the x plane, aka right and left) while not having to rewrite the whole program. Sorry if the answer is simple and I just missed something.

In your code, the else block is executed only when keys[pygame.K_RIGHT] is 0, instead of when both conditions don't occur.

    if keys[pygame.K_LEFT]:
        pad_x_c -= 2

    if keys[pygame.K_RIGHT]:
        pad_x_c += 2  
    else:
        pad_x_c = 0

An elif statement solves the problem:

    if keys[pygame.K_LEFT]:
        pad_x_c -= 2
    elif keys[pygame.K_RIGHT]:
        pad_x_c += 2  
    else:
        pad_x_c = 0
