Currently I'm in the process of finding a Freelancer to develop my web application, However I'm faced with the issue of getting the design element from one freelancer & coding done from another. I would simply like to know what actually comes first given that without the framework how can designer design? and without design how can a coder code?

Given the nature of my question, you right to assume I'm very new to the project management side of things, and appreciate your answers.

You'll want the application you want designed out. Then you can pass that to the programmer. They take the designs and use those to build the code that makes them work. So in basically all cases the design will need to come first, but it will usually not be able to flush everything out. Some details will have to wait until the programming stage. Also the better the designs and the more detailed they are, the better your programmer will be able to work out what code is needed. Your best bet is to first give a framework or rough design concept on your end to both and have them both work together to create it. Either way if you choose one over the other in the beginning later on they may run into issues so have both of them work together but best is for you to put a mockup of what you want and have them work on it. That was the coder can at least get a idea and begin coding.
