Hi i do not have enough money to test my ios app on each device seperately so please suggest me low cost apple device on which i can test my applications, once i make enough money than i will be able to buy more devices.

The main limitation of the Touch is that it doesn't include a phone, and a bunch of the phone-related hardware and functionality. –  Hot Licks Apr 9 '13 at 20:42

You can test iOS applications in the iPhone simulator which is free and bundled with xcode.

Look into iPod touches for an actual hardware device. Older generations are cheap but may not have the same/any camera or retina display.

iPod Touch 4th gen is your choice. It's quite cheap, it has camera/front camera, retina display, and it supports latest SDKs
