Is possible to create export \ import (for transfering between devices) functionality for FILE or TEXT without ANY Android permissions in Manifest.xml, like: READ_EXTERNAL_STORAGE, INTERNET, WRITE_EXTERNAL_STORAGE, etc... ???

For example using any standard application installed by default or very popular(famous): gmail, email, file manager, dropbox, gdrive, etc...

Sure it is. However, this question is too vague to give a good answer. How do you want this import/export to get from one device to another? One way you could do this without needing any permissions is to start an ACTION_SHARE intent and pass your text in the body. The user could then email it to themselves using their favorite email app. –  Tanis.7x Mar 3 at 16:28
