What's wrong with the logic of my program. For some reason, when I alternate turns among the player, the moment it hits 2nd turn, it would skip it, and the game seems to be dragged by one less step. Does the array change, even when I declared it above the main function? The placement for the tictactoe game is

Try adding getchar() in your scanf("%d", &place) in your move() function just like what you did in your first input entry:

1, In void outprint(void), change

printf(" %c | %c | %c \n" , board[r][0], board[r][2], board[r][3]);

into

printf(" %c | %c | %c \n" , board[r][0], board[r][1], board[r][2]);

2, In int main(void), change int win; into int win = 0;

It looks like you need to initialize the board to spaces.

char board[3][3] = { "   ", "   ", "    " };

It looks like you're printing nothing at all. Probably non-printable garbage from uninitialized data.
