Basically I need this DHTML popup to show once per 12 hours for the visiting user. I can't seem to figure it out...I know I have to set a 12 hour cookie, but couldn't get it to work the last time I tried to do it.

why are you using jquery at the end of you "body" declaration, and regular javascript in the <script> tag? Jquery has several plugin which works perfectly with cookies github.com/carhartl/jquery-cookie as for example –  ncubica Apr 22 '13 at 18:23
