I am putting

OutputStream outStream = response.getOutputStream(); 

in my jsp file to open the excel file in browser.

I am getting exception,

   java.lang.IllegalStateException: OutputStream already obtained

java.lang.IllegalStateException: getOutputStream() has already been called for this response

You have already written to the outputstream when outputting <html>...tags. Remove the html tags and just leave the JSP scriptlets. It would also be advisable to not have linebreaks between the scriptlet tags
