I want a PHP page which will auto-refresh itself on the server side. This page check if there is a new entry in database and according to which it does an assigned job.

For example, say a user registered on my website, the user database is updated as a new entry is there so the code will trigger and send sms to that user saying "congrats for registering with our site ur username is 'username'"

Is it possible to make this kind of arrangement without installing any application?

I know about the client side meta refresh with the following code -

<meta http-equiv="refresh" content="180">

which can be used but can't open my computer all times.

You can use something like a cron job to do periodic checks. Needing to have a browser window open is not a very neat solution. –  Bart May 9 '13 at 21:06
