Eclipse and the PDT plugin will be the best open source IDE you could find. Eclipse PDT Link

I would go for Zend Studio 5.5.0, the stand alone version. The eclipse plugin isn't as slick in my oppinion. This isn't a free IDE though, for that my favourite would probably be PSPad, with build in FTP support, and some basic IntelliSense
