What is the relationship between rikulo and web ui? Are they competing frameworks? Understand that rikulo has a phone API, but at the core, are there any potential synergies around web component definitions and how one should do widget layout composition?

You can use Web UI with Rikulo Gap which is a porting of Cordova in Dart. Rikulo Gap is simply a library for accessing the phone's resources. You can use it with any UI framework.

On the other hand, I am not sure if it is easy to use Rikulo UI with Web UI. After all, they have different life cycle (Web UI requires a compiling phase).
