We've been attempting to get WSO2 carbon based servers (API Manager 1.4.0 and IS 4.1.0, carbon 4.0 and 4.1 respectively) to authenticate with the SAML2 SSO authenticator using our Shibboleth Identity Provider. In either case the saml request that carbon attempts to post to the IdP isn't valid. From our IdP log we see the following request which has been shorted here for length;

And then the following is logged;
ERROR [org.opensaml.common.binding.decoding.BaseSAMLMessageDecoder:200] - SAML message intended destination endpoint URI required by binding was empty WARN [edu.internet2.middleware.shibboleth.idp.profile.saml2.SSOProfileHandler:348] - Message did not meet security requirements
The request appears to be signed, but in section 18.104.22.168 of the saml specification, for HTTP POST binding "If the message is signed, the Destination XML attribute in the root SAML element of the protocol message MUST contain the URL to which the sender has instructed the user agent to deliver the message. The recipient MUST then verify that the value matches the location at which the message has been received." Unless we are missing something, the request doesn't appear to meet the specification.
Almost all of the documentation we've found that pertains to WSO2 products and SAML2 SSO refer to configuring against WSO2 Identity Server except one blog post. In the post the author states that "it doesn't work out of the box" with shibboleth", so some code changes are required. Unfortunately those changes are against carbon 3.2 and presumably won't be compatible with 4.0 or 4.1. Does anyone have a carbon 4 authenticator that complies with the SAML2 specification or better yet, if there is any effort from WSO2 to make the carbon SAML2 SSO authenticator compliant?
Judging from similar questions on stackoverflow, it seems there are others hitting this issue as well, especially trying to use other SPs with WSO2 Identity Server as an IdP.
