I am trying to make a small application that takes in sound from other apps(like Chrome, iTunes etc.) and if it goes over a certain level, I will turn it down to preferred level. I am only thinking of making a terminal application (no gui) that is text based. But how can I get the audio input/output?

Probably platform-dependent. Are you trying to do this for Mac OS X, Linux or Windows? –  Markus Mayr Jun 13 '13 at 19:33
Mac only. I think that's probably the easiest, since Apple have such limit on their hardware. –  Arnstein Jun 13 '13 at 19:35
