I have an excel/csv file. I want to import the table in MS sql server table without using the import wizard.

Can it be done by using a php script?

Your php instance needs to be compiled with the --with-mssql compilation option, or have it loaded from an externally compiled library. Check the phpinfo() output for MSSQL Support by searching for "mssql". –  knb Jun 17 '13 at 11:36
