I don't have access to the html, only the CSS. So In order to get the red box with the blue border, I'm using this hacky workaround:

                background-color:red !important;
                border:2px solid blue;
                height:132px;
                }

This works in the major modern browsers I have checked, but not in ie8. I'm not sure why since ie8 apparently supports CSS 2.1

For both + and :first-child, quirksmode says "IE8 updates correctly, but only after you remove the focus from the test link.", though I'm not exactly sure what that means or if it applies to your situation. – freejosh Jun 17 '13 at 15:41
