I am running an Ubuntu 13.04 64 bit system with apache2, mysql, and php running on it. I have enabled the use of .htaccess files in the sites-enabled and sites-available apache configs. After doing so, I restarted apache and the entire system, still with my rewrite rules not working. After "a2enmod rewrite" and restarting again, still no luck.

Here is my .htaccess file in /var/www:

RewriteEngine on 
RewriteCond %{REQUEST_FILENAME} !-d 
RewriteCond %{REQUEST_FILENAME}\.php -f 
RewriteRule ^(.*)$ $1.php

order deny,allow
deny from all
allow from
allow from ::1
allow from my.ip.address

ErrorDocument 403 /403.txt

When going to http://domain.com/index I still get a 404 error. Help is appreciated.

EDIT: The .htaccess file's permissions are also 0644 belonging to root group and root user.
