There was a free Express version of CodeRush, but I'm not sure if it is still available. Here is a link: http://www.devexpress.com/Home/Announces/CodeRushXpress.xml

Upd: it seems that it is for C# only.

I'm looking for C/C++ code and not .NET BTW: .NET has a built in refactor tool in visual studio 2012 –  Meir Gerenstadt Jun 26 '13 at 11:08
