I am trying to get a div on my page to have a hovering effect. I believe I have coded it correctly, it's just not working. Here is my code.

You have not loaded the jQuery framework in your Fiddle and your function was not accessible. Here's a fixed Fiddle and the function itself:

$(function(){
function creeperFloat() {
        $('.creeper').animate({
            'left': '+=35',
            'top': '+=25'
        }, 4500).animate({
            'left': '-=35',
            'top': '-=25'
        }, 4500, creeperFloat);
    }
creeperFloat();
});
