on server I got /protected/.htaccess

RewriteEngine on

RewriteCond %{HTTPS} !on
RewriteRule ^(.*)$ https://%{HTTP_HOST}%{REQUEST_URI} [R=301,L]

then I got /protected/project1/.htaccess

RewriteEngine on

RewriteRule ^[a-z-]+$ ?page=$1 [L,QSA]

My goal is that every (http) request targeting /protected/ and its subdirectories to be redirected to its https version.

I created a test folder /protected/test without any .htaccess, this settings works ok. But since I got another .htaccess inside /protected/project1/, it seems like it uses RewriteRules from it even though I marked HTTP->HTTPS RewriteRule as L, so I don't get it why this rule isn't applied.
