My web.config file is not accepting location element in asp.net webforms version 4.0. I am using that to allow access to anonymous user to my stylesheet because it is causing problem when i am using authentication and authorization.
I have StyleSheet.css in the folder named stylesheets and i am using that in the following way:

am i doing something wrong because it is not accepting the location element? and also the IIS error is something like that:
HTTP Error 500.19 - Internal Server Error The requested page cannot be accessed because the related configuration data for the page is invalid.
