Are there any products that allow GitHub-style pull requests and the merge review functionality thereof?

Yes -

Gerrit is one solution Phabricator is another solution.

"Gitolite is simple vanilla hosting solution"??? Absolutely not. It is a simple perl script for the authorization layer: gitolite.com/gitolite/auth.html. See stackoverflow.com/a/17167619/6309. It can be plugged to ssh, or Apache for authentication. But it hosts nothing. It just redirect git queries to git if the command is authorized. –  VonC Jul 29 '13 at 9:40

gitolite is a perl script: it is good enough to complement hosting services (ssh, Apache, ...) in term of authorization: gitolite itself doesn't host anything. –  VonC Jul 29 '13 at 9:45

Atlassian BitBucket has a similar pull request / merge review workflow.

Note that GitLab 5.x has it too in with Merge requests, even though there are still some work around that (issue 4184) for GitLab 6.0. The review isn't as detailed as in GitHub though.
