Ive been trying to push a new sitemap into the google CSE to be indexed using PHP and cURL however I keep getting 404 errors

Ive tried different ways of getting API keys, different search engines (created a new account and made a new search engine) but I keep getting 404 errors
Checking the google documentation of CSE over and over the only thing that corresponds to a 404 error is an invalid URL. I have checked the URL many times and it definitely corresponds with what google says to use and the CSE Id and User Id are definitely correct.
Any help would be appreciated thanks.
