I am not able to accept the iOS developer license, the link is redirecting me to "http://devimages.apple.com/maintenance/", how can I by pass this if possible?

Uhmmm... Was Apple's dev center compromised recently... perhaps they are still fixing it up? –  t0mm13b Aug 5 '13 at 18:51

I think this is because the Apple site is still not fully restored after their intrusion.

You can't bypass it; you'll have to wait for the system to come back online. A message Apple sent to developers today about the issue said in part:

We plan to reinstate most of the remaining services this week: Xcode automatic configuration as well as access to license agreements, TSIs, program enrollments, and renewals in Member Center. You can check the availability of these systems on our status page.

The best plan is probably to work on the simulator for now and keep an eye on the status page, but if you're really stuck you might try contacting Apple and asking for help.
