The problem is Paypal doesn't give a response to this request AT ALL. Below is the sample code I use

i use PHP version 5.3

(I still couldn't get the 'VERIFIED' response from Paypal) any suggestion please ??

Your code doesn't seem to contain much debug info, it's ignoring errors that might occur, like the if (!$fp) { check. – Halcyon Aug 12 '13 at 12:19
    
Have you verified in your PayPal account that PayPal is actually sending out an IPN to your script? – PP_MTS_Chad Aug 12 '13 at 15:42
