I just want to know that ,as usb are assigned a port ID by USB controller ( when a usb device is plugged in usb hub it says com3 and unplug it and replug it says com5) is that also on rs232. ?

This is pretty normal for USB drivers that emulate a serial port. Nothing you can do about it. –  Hans Passant Aug 14 '13 at 19:35
USB is a control bus. The hot-plug capability of USB requires dynamic identification of devices. UARTs for EIA/RS232 ports are usually hardwired to the system or a peripheral bus, so there is no need for dynamic identification. –  sawdust Aug 14 '13 at 21:48
